Legislative Scorecard

To keep its members informed on the issues at the State Capitol, the Greater Oklahoma City Chamber releases its Legislative Scorecard every year. The scorecard includes information prepared by the statewide Research Institute for Economic Development (RIED) to identify elected officials’ votes on issues important to the business community. Alongside the RIED scores, the Chamber also assigns a score to legislators based on priority issues advocated by the Chamber during the legislative session.

The following charts represent voting records for State House and Senate elected officials during the 2021 legislative session. Scores are based on issues identified by the Chamber and RIED. A selection of the key bills scored last session were:

  • Keeping Guns Out of Concerts at Scissortail Park (HB 2645)
  • Providing Liability Protections to Move Forward Regional Transit Initiatives (SB 967)
  • Extending Oklahoma Quality Events Act to 2026 (HB 1121)
  • Clarifying and Modifying Aerospace Engineering Tax Credit (SB 893)
  • Charter School Funding Provided From Medical Marijuana Taxes (SB 229)
  • Modifying and Extending Local Development Act/Ad Valorem Exemption (SB 609)

Notes on methodology:

  • An excused vote, in most circumstances, will result in a loss of seven points towards the final score.
  • A missed vote will result in a loss of three points given the Chamber's position.
  • Legislators were awarded 10 extra points for supporting the State Budget (HB 2900), but were not penalized for opposing it. Legislators that opposed HB2900 are identified with an asterisk (*).
  • Reps. Pfeiffer, Mize, and Stinson were not penalized for missing certain votes due to extenuating circumstances.
  • Sen. Merrick was not yet elected when HB 1121 and HB 1060 were heard. Therefore, Sen. Merrick's 2021 Chamber score is based on his eight total votes.
